Evidence, What did he do?: He kept on insulting everyone ingame even me. I have told him to stop/warned him already but he still didn't listen. Player should be punish, I think he should at least receive a ban-warning.

I'm not taking it serious, that called "rules breaking". Did you know that you can be BAN if break this rule repeatly ?
